What this measures
The percentage of people with full Medicare coverage who chose a Medicare Advantage plan. These are private insurance plans that take the place of traditional Medicare. About half of all people on Medicare now have one. Before 2014 it counts anyone in a plan at any time in the year; from 2014, anyone in a plan all year. For most measures, a national ranking mostly sorts places by income and by how urban they are. Each county’s own page compares it with the 50 counties most like it instead, which is often the fairer view.
