What this measures
The percentage of people in traditional Medicare who could also get Medicaid for at least one month of the year. Medicaid is the health program for people with low incomes, so this picks out older and disabled people who are also poor. People on both are often called dual eligible. For most measures, a national ranking mostly sorts places by income and by how urban they are. Each county’s own page compares it with the 50 counties most like it instead, which is often the fairer view.
